Wut I Do!
Believe it or not, I do work for a living. But as is my custom, when someone ask me ‘What Do You Do?, my response is always the same……………………
As Lil As Possible!
Past, Present, & Future Projects
What follows are examples of the types of projects I’ve had the unique priviledge of being involved in over the course of my 39 years, and counting, in the business of Transportation Planning and Engineering, and Community Development.
FDOT's Community Awareness Program
Informing affected communities of on-going and future projects is a vital part of what governmental agencies do to get ‘buy-ins’ on those projects. Dealing with community citizens and leaders involves a unique set of communications skills. As a project manager for one of the District’s CAP contracts, my job was to make technical information and data understandable for the average citizen, AND to get them on ‘your side of the table‘. That’s what I did on this project, and it’s what I do for a living.
Formerly Volusia County MPO
Beginning in January 1989 through January 1996, this was an agency that I ran, literally, from the ground up. I was recruited out of Imperial Polk County’s Transportation Planning division, located in the big metropolis of Bartow, Fl., to lead this organization’s transition to become an independent agency. When I got there we had three professionals, an administrative assistant, and a budget of $2.2 million. When I left, the agency had grown to 10 professionals, two administrative assistants, and a budget of $350 million.
Comments on the FDOT's PD&E Study on the Interchange @ Pioneer Trail
As in most professions, you’re often sitting on opposite sides of the table on various projects. On this assignment, I was asked to review and analyze a preliminary design and engineering (PD&E) study prepared by another firm on behalf of the Fla. Dept. of Transportation (FDOT). The purpose of the study that I was hired to review and offer an opinion was a needs analysis for a new interchange on I-95 at Pioneer Trail in Volusia County Florida near Daytona Beach. My analysis determined that the “Need” for the study was based solely upon a future, yet unbuilt, project that a prominent and powerful developer was proposing. My comments, concerns, and recommendations concluded that the proposed interchange was not needed with or without that new development. In essence, don’t spend the millions of dollars on this unnecessary boondoggle project.
Development of City-Owned Vacant Parcels
In FY 2021-22 the city embarked on an aggressive program to sale or donate parcels of land and buildings that were acquired through various means (abandonment, back taxes, lawsuits, etc.). Currently these parcels are not generating tax revenue that local government’s require in order to sustain itself. This project will serve two purposes; transferring ownership of land/buildings to citizens and businesses, and incentivizing development in areas that maybe experiencing a need for revitalization.
The Red River Rock organization, of which I’m the managing partner, has made an offer to acquire seven parcels located within the Midtown Redevelopment area, and three parcels in other parts of the City. Our goal is to build low-moderate income housing in the area and to possibly make the Midtown community the next Black Wall Street™ in Florida.
